How to Fly With Your Psychiatric Service Dog?
If you are booking a flight in advance at least 2 days before the departure, the airline will demand you to fill;
“U.S. Department of Transportation Service Animal Air Transportation Form.”
In the U.S. Department of Transportation Service Animal Air Transportation Form, you have to fill following information;
- Your name and contact details
- Animal handler name and details (if the animal handler is another person)
- Your PSD name and basic description
- PSD health details
- Details of animal trainer(Describe your name if you have self-trained your PSD)
- Confirmation that you will be liable if your animal misbehaved and caused any damage
If the flight has longer than eight hours of travel, you will also need to submit “U.S. Department of Transportation Relief Attestation Form“
In the U.S. Department of Transportation Relief Attestation Form, you have to fill following information;
Your name and contact details
Animal handler name and details (if the animal handler is another person)
Flight details
Animal’s name and details
Information regarding how will your animal will relieve itself
Confirmation that you will be liable if your animal misbehaved and caused any damage
Finally, You need to sign the forms and submit them online on the website’s portal while booking your flight.
If you are late and book a flight in less than 48 hours from departure, you can submit the form at the time of flight departure at the airline’s check-in counter. For more information, you can contact airlines and ask your query.
Airport Check-In
If you have already submitted both the U.S. Department of Transportation Service Animal Air Transportation Form and Relief Attestation Form online, airlines will proceed with;
“Service Dog Determination”
Otherwise, you have first to submit the mandatory earlier described forms so that airline staff can proceed with the next step.
Although, no one, even the airline staff, can ask about the details of your disability, as it would be an obvious act of discrimination. Still, the airline staff can ask you questions like;
- Is the dog needed because of your disability?
- Is your dog trained exactly to perform what type of work or task?
It would help if you gave reasonable answers for each query. Otherwise, psychiatric service dog airlines can deny your PSD for flying.
Still, in no case the airlines cannot;
- Ask questions about your disability,
- Ask your dog to perform a task that it has been trained for,
- Treat you indifferent or make you feel less or isolated due to your disability,
- And refuse your PSD even after following all the legal criteria.
However, with that being said, airline staff can examine that your PSD won’t misbehave and show some aggressive behavior that can harm other passengers. To ensure it, airline staff can observe the PSD response in situations like if the dog stays calm even, you put it off-leash and follow your basic instructions.
Note: You can self-train your dog too. It is not mandatory to train your dog from a specialized person or organization to verify it as a psychiatric service dog. A PSD letter is enough proof that your dog is a psychiatric service dog.
A person who is flying with their PSD should be aware of the following regulations stated by the U.S Department of Transportation.
- A disabled individual can bring a maximum of up to two PSDs on the flight.
- The PSD must be able to fit within its handler’s foot space on the aircraft.
- The PSD handler must keep their PSD harnessed, leashed, or tethered at the airport and the plane too.
- Airlines can refuse PSD travel if the PSD shows aggressive behavior or seems to threaten the safety of other passengers or airline staff.
- The Airlines cannot refuse Psychiatric service dog on airplane based on their breed.
Rules & Regulations For Flying With Your Psychiatric Service Dog
Air Carrier Access Act(ACAA)
Americans with Disabilities Act (ADA)
Talking about the relation of ADA with service animals, the law clearly states;
“The Department of Justice continues to receive many questions about how the Americans with Disabilities Act (ADA) applies to service animals. The ADA requires State and local government agencies, businesses, and non-profit organizations (covered entities) that provide goods or services to the public to make “reasonable modifications” in their policies, practices, or procedures when necessary to accommodate people with disabilities. The service animal rules fall under this general principle. Accordingly, entities that have a “no pets” policy generally must modify the policy to allow service animals into their facilities.”

Can airlines ask for proof of service dog?
Yes, they can. That’s why you have to submit some essential forms for flying with a service dog.
Although submitting a PSD letter already confirms the airlines that your disability is eligible for flying with a psychiatric service dog. Still, laws demand disabled passengers to fill and submit;
- a U.S. DOT form attesting to the animal’s health, behavior, and training; and
- a U.S. DOT form attesting that the animal can either not relieve itself or can relieve itself in a sanitary manner, if the animal will be on a flight that is 8 or more hours.
The airline staff will be obliged to allow your PSD if you submit all these mandatory documents while booking your flight or during check-in.
Can individuals with disabilities be refused access to a facility based solely on the breed of their psychiatric service dogs?
No individuals with disabilities cannot be refused access to a facility based solely on their psychiatric service dog’s “breed.”
A breed cannot be the sole reason to deny a PSD. However, the PSD can be denied if;
- It poses a threat to other people’s safety.
- It has a history of showing threatening behavior to other people’s safety.
- Its handler is finding it hard to control.
If any of the above cases is true, the PSD can be refused access to a facility. Yet, after the refusal, facility management has to provide all necessary services to the PSD owner without any discrimination.
